Fun fact: did you know snipers aren't meant to be close to their targets? It's true! Also, what you're saying, is wrong. I shot a heavy with the charge at 160m and still managed to miss (as in, not registering my shot. Blue Shields).

Bonuses are the same. Damage mods made a return. That's the only thing you didn't know. More slots and fitting capabilities. That's about it. Shock Assault has 3 sidearms and 2 equipments (not sure if they fixed it yet).
