you can run it fine with no cloak, but if you do put on a cloak with out the skills to lower its pg and cpu , then put your skills in dampning, precision, and even range you will be spotted and shot quite easily

an increase pay out would be nice, since the need for isk is greatly different than a new player and a vet typical vet suit is 50k while a new players suit is 1,000. also an increased pay out would encourage people to try so sick of people losing ...
