I was using Standard AUR one, 0 splash damage right at their feet. Luckily, a direct hit took out a proto's shields and armor to 30.

Hit and Run is extremely effective with Minmitar Scout now. If you watch one of CEOPyrex's videos, he runs into a group of enemies, shotguns one on the way, then speeds out before they react, taking minimal damage.
