It means that there is a scout or two with a profile that your scanner can pick up. It could also be suits that are below what db level you pick up. It could many things but usually a scout has gotten by your scans if it's a small margin of error.

Amarr is uplink speed and tanky for assault like work. Gallente is best with scanning and it's passive reps like normal Caldari is good with nanos and injectors. Kind of dead right now until patch Minmatar are best with rep tools and staying be...
