If you switch squad leader and it doesn't work (happens to shadow corp frequently), try disbanding the squad and reforming it with a different leader.

I noticed the same thing. A lot of the time, you can strafe while still scoped left or right and try again, sometimes you need to move forward to raise your muzzle just a tad and that will work as well. Good tip man, +1

You're not the only one, it happens to me quite often during the heat of battle. It helps to push the analog stick in the 1:30 or 2:00 o'clock position as opposed to the 3:00 when you're in a hurry and you're trying to switch to your sidearm.
