I don't see why SP won't be reimbursed, I do know that when issues arose in EVE with extended downtimes and issues that if enough of a fuss is kicked up then CCP sorted out giving SP back. I will update as to their response when one is received a...

Well hopefully I'll be more fortunate. I can't see how reimbursing would be an issue, if others don't spot it they stand to lose a lot of sp which I'd consider highly unfair for newer players.

I very much doubt that passive SP will ever be gained by more than one character on each account. This was something that use to happen in EVE and CCP changed it so you can only train one at a time.
