Black ops ships in eve is a t2 battleship that takes about 4-5 monthes to fly about 1 year once all other skills needed are added in It is a t2 which in dust is prototype so assuming is similar would need hav lvl 5 plus some other skills to use

Just make it so you can't drive the tank without the skills to use it other then milita tanks still might be stolen but hopefully if it is they'd have a clue also in eve you can steal ships if floating there but only if you have the skills to use ...
