I don't know but most good spots are outside of the redline on Spine Crescent, Iron Delta and on Impact Ridge. Those are the only maps where i do find helpless snipers outside of the redline.

I don't know but the hit detection is sometimes really really bad. You could see there shield flashing but you would do absolutely no damage to them. Other than that there is no problem with the sniper imho.
