Don't forget, hit detection is also based on your skill point allocation and equipment. This is an MMOFPS not a FPS.

This is normal for CCP, takes them ages to balance things right, they tend to do it when something is so game breakingly OP that everyone uses it. Give it time, they WILL get there eventually.
