Day one It's not a bull's eye, but a lure. I'm guessing a scout suit. Everyone thinks they're an easy target yet if they're fast enough, they lure you away from your position and allow enemy forces to move in.

It would be an AoD (area of denial) weapon. Basically throw the grenade and a cloud of nanites are released that linger in that area. They do gradual damage to anyone in the cloud and the nanites are destroyed after they deal damage so the cloud...
