In short, you don't. I can't kill a scout with the CR, to me it feels like the weakest weapon in the game, but for some reason it tears me up at any range before I know what's happening.

I straight up armor tanking (as an Amarrian should) on my suits - Complex Plates in the lows, Complex Damage mods in the highs, shield extenders are an unnecessary expense for an armor tanker.
