A member of the mapping team discussed during a presentation at FanFest that that is actually impossible.
The only way that could be implemented, even if we go past all the collision errors and stuck spots that result from procedural generation of maps that take time to fix, is if all the maps were stored server-side, and you had to download a map every time you played a match.
I can actually say this from experience: MechWarrior Living Legends had almost 3-4x the playerbase it did before we halted development before we did our community map project. When faced with being removed from your server after every match to download a new map, no matter how many days you had been playing (since new maps were being added to the rotation sometimes multiple times in one day), most players left to play other games with less maps but that let them spend less time staring at download progress bars.
Unless they can come up with the Holy Grail of map compression, and can fit a 5x5 km space into a 100KB XML or something, I don't see different terrain for every single planet in New Eden being possible.
Again, that's without factoring in how much work goes into correcting all the errors that come with a procedurally generated map that have to be manually corrected, which tends to be a rather long and painstaking process. |

Good post with many good points, I have some ideas/suggestions about why/how such things could be overcome. I will respond to your post after I wake up today.

Dust maps are not planned to be randomly generated for gameplay reasons (and likely tech limits). They are merely combinations of hand-made components like height maps, environment textures, skyboxes, small medium and large (outposts, nor "cities) surface infrastructure pieces. Don't expect truly randomly generated maps, ever.
I once posted a thread asking for the ability for corps to build facilities on districts to extract resources to then sell to EVE players, and I got this dev post. This may apply to your ideas.

The same fanfest presentation about the limitations for generating maps also talked about their approach, and I think the one they're taking will eventually accomplish what they're setting out to do. They're generating a megaterrain and then placing a battle on a small piece of it. By changing the structures, orientation of the structures and lighting / mood you can create a bunch of maps that look unique. After this build had dropped I often loaded into a match and wondered for a couple minutes if I had been on that terrain geography before. Right now the number of permutations is so small that we often play on the same map a few times in a row, but once they add a few more megaterrains the number of permutations gets up to several thousand.
And that's with using the same redzone. If they further refine the megaterrains so that areas we can't currently travel to become viable as gameplay areas, then that further multiplies the number of possible "maps" without adding much to the overhead. |

Something to keep in mind though that these limitations are only for right now. In a couple years when Dust moves to PC/PS5/whatever, it may well be possible to do the kinds of randomly generated, open world terrains you're talking about here. Which would be pretty cool. |
