Time is not a factor once you hit cap. If you are serious about this topic, there is your answer. Earn more wp, buy a booster and you can get 1,500

Once you hit your limit, you gain 1 SP for every WP you get in a match up to 1,000 SP (1,500 SP with active booster). Keep in mind that this system was voted on by the players early this year.

Still waiting for rollover We'll remember to keep pushing CCP to make sure they keep their promise just like how Eve Online players constantly remind CCP about the Jita Riots.
