You answered it yourself. Most people don't want to have to rely on a constant presence of repair sources.
The alternative is also self-repairing, faster-moving, shield suits that are resistant to the current OP weapons of the game.
Edit: the gallente assault is also not worth the x8 sp IMO. Nobody wants an improvement to shield recharge on the least shielded suits in the game, and the PG/CPU bonus pretty much demands that you use proto weaponry, despite modules often having a far greater impact on the effectiveness of a suit. Combine that with the fact that the logi is infinitely superior for armour tanking and has increased PG/CPU to undermine the assault bonus. Nobody in their right mind would go Gallente assault for any playstyle I can think of. |

Not gonna be OP next update, shield reps are nice but Caldari can't tank as much damage as the Gallente. The relationship is similar to the HAVs but in this case Caldari can't put damage mods without sacrificing shields.
The Caldari can, we're just deceived into thinking otherwise by base numbers. The speed penalty on armour plates makes armour far more susceptible to exactly the kind of weaponry they're weak to. |

The first weeks of Uprising were to logis, what a locked room & baked beans are to a hero1n addict. |
