to get ARs anywhere near ready to go you'll need about 1.5 million or so.

Just getting very basic sets of skills is fine and all but theres a lot of passive **** out there to get before you can even consider yourself 'complete'

Lies. Maybe in a previous build you got 21 mil but not since open beta. I have near 28k kills and ran an omega booster and always ht cap since they introduced the weekly cap. And hit most of them back when it was daily cap. And I even capped on all four potential 3x sp caps. i'm in the top 200 killer and top 150 for wp's even with the bullshit skirmish not counting. I dont have 21 mil sp. You're just a corp hopping liar.

You shifted the ground and added in a bunch of **** that's nicebut unneeded. you can drop off the last level each of armor and shields, the sp isn't worth 18 armor and shields. The biotics and regulators are also nice, but not needed. Regulation and rechargers? You've ony played caldari logi, you're biased. I've played 3 diff logi's. You're wrong about needing them. you don't need light weapon operation 4 for an ar. regulation 5? lol you can use the proto module at level 4. you're a joke.

"Yep I would say a logi fit with decent weapon, grenades, and proto equipment with the maxed out core skills necessary to run it all is gonna run you somewhere around 20 mil I would say."
