Not exactly. An assault logi would be modified for less survivability with more damage output. Usually sacrificing Shield Extenders for Damage mods, or running advanced equipment for more CPU/PG to fit prototype weapons.
Assault logi's might also run equipment that is less supportive to their squad as a whole, and more supportive to themselves. Such as multiple nano-hives for ammo instead of a repair tool or injector. They may also forgo filling their equipment slots for that added CPU/PG.
That would roughly be the definition of an assault logi.

Depends who are the Logis and who are the assaults, logis could set up RE traps to kill the assaults, assaults could use shotguns or MD and take advantage of the Logis lower speed etc. Now if put them face to face with the logis playing assault and assault playing assault, then the assaults would win only IF both teams are equally matched in skill. |

In a straight up fight, probably the assaults since they can strafe faster and regen shields faster too. slower movement on the logi and no sidearm makes them slightly less effective in a straight up fight
