I recently started using an alt with about 4.6 million SP on it, I decided to focus on the MD since I never really used it that much in the past.
My setup:
M/1 advanced suit - Decided to go with Minmatar due to the increased movement and running speed (and it is oh so nice compared to my Calogi gimped movement!). I could have gone prototype, but I wouldn't have been able to get much core upgrades done, and I wouldn't have been able to get many of the things below that I stuck on the suit.
- 3 complex shield extenders (or 2 complex and an enhanced, can't remember ATM)
- EXO-5 Mass Driver
- C-7 Flux Grenade - Using a decent flux seems like a great combo with explosive weaponry
- GN-20 Specialist Flaylock Pistol - Haven't used the flaylock yet, so I figured why the heck not? I also thought it would compliment the MD nicely.
- K-2 Nanohive
- Two basic CPU enhancers
I used this setup all of last night, I just ran solo the entire time in ambush. My thoughts? Wow, the mass driver is not as easy as some people make it look. It works amazingly as a distraction type of weapon, and for support, but using it purely for the purpose of getting kills seems to be way out of my league. Let's just say if I had an AR, I would have done a LOT better, but then again that is what I have been using since I started playing this game, so it stands to reason. But man, I get so many assists, however when I do get a kill with the MD, it is oh so sweet! Especially if I successfully fluxed the person 
Overall the MD is quite fun to use, and I am looking forward to playing with it again tonight. But I have a lot to learn about how to use it properly, especially in combination with fluxes. And from my use, even in combo with fluxes, it is certainly not OP. I am not sure how my results would vary if I was using proto, but if anything advanced and below need to be buffed a bit.
See the thing is, it isn't that the AR is OP, but instead the other weapons just aren't as effective. Although I am a noob with the MD right now, so maybe once I get used to it I will be able to kill with it like I can my AR.
