INSTEAD, if you feel, or the whiny players are overwhelming you to "balance", then offer a counter measure, but don't take anything away from people who skilled up to something YOU offered.
For instance, if a complaint from the Heavy's comes in that the TARs are too powerful, don't nerf the TAR to make it so Heavy's can't be killed. Create a special module/shield that can be substituted for those who have that complaint.
Now they have been given a choice to give up something to defend against their pet peeve, and the people who worked hard to get whatever it is, don't feel sh_t upon, or that they wasted their time pursuing that feature or weapon etc.
Also, you are then not perceived as rewarding the loudest complainers by making them the superior force in battle. You have given everybody a choice, not just the whiny's.
I know that is a philosophical change, and therefore, probably a pipe dream. But you guys have screwed me back to back with taking away features that I worked hard to get. I pursued them based on what YOU said they would have.
Then when I get there, you listen to the whiny's who didn't do their homework and now feel it's unfair, and you take back what you offered instead of giving an option to the whiny's.
To Expound, right now the Flaylock Pistol and the Scrambler rifle are way over powered as you know. The Flaylock is a one shot kill that you can not be revived from. I don't use either of these weapons and I hate how efficient they are. I DON'T want you to nerf them.
Instead, offer a special shield in the market, at Flaylock/Scrambler Rifle defense shield. Then I have a choice of exchanging a standard Shield Extender for the special shield. It takes away from my standard shields, but protects me from a one shot kill.
Not everybody will choose this, but some will, and the Flaylock people will suddenly find that not everyone is a soft target anymore. This is an important concept. Right now, all I hear in squad chats is that people are going to skill up for Flaylocks.
This is an endless see/saw. Need people to know that they have options other than pursuing the weapon of the day.
