DUST Search - What if only Scouts could use flaylocks?

African Americans and women fought for decades for the right to vote. They wanted equal opportunity, the same chances and the same start as everyone else, they wanted balance. We have that with the flaylock, it is fair because everyone has a chance to use it, but the minute we exclude people from using it it becomes broken. If only scouts can use it that makes the fighting edge exclusive to scouts alone, making scouts OP.

But you see, scouts are UP, combining the two means balance, kind of like heavies don't actually suck, just their HMG does.

Suffice to say, if you can't do well with a flaylock it is because you met someone who is better or you are bad.
