The Plasma Cannon as it is only serves as a support weapon and it's not even good at it. If it were to fit on my sidearm slot then I would be OK with the stats, the current splash damage and radius is not high enough to consider this a decent light weapon and direct damage is a joke against vehicles (OHK on infantry is the only high spot). The damage from splash greatly decreases depending on how far the target is from the impact point. Here's how other weapons make the Plasma Cannon obsolete:
The Shotgun has a decent OHK potential and is able to kill multiple infantry with its 8 shot clip, no dmg mods required just use speed mods.
The charge from a Proto Scrambler Rifle can do more damage on shields, it's instant hit, and has decent range.
Mass Drivers, though it received a nerf in Uprising, it's still able to wipe out a squad of armor tanked dropsuits thanks to it's high splash radius and effectiveness to armor. The Assault variant is a great support weapon for being able to constantly throw off aiming of enemies.
Flux Grenades have twice the splash radius of the Plasma Cannon and is able to fully wipe shields (if shields are already low, the flux will be able to damage armor, don't know why).
Flaylock pistol.
Snipers can defend objectives with little to no risk.
The Forge Gun can fire multiple times, inflict heavy damage on vehicles, and wipe out multiple PRO infantry if user is positioned in a tactical location.
Headshots from Scrambler pistols do more dmg than what the Plasma Cannon will ever do and I inflict it multiple times thanks to its useful clip size bonus.
The HMG is on par with the shotgun for inflicting massive damage to multiple infantry in CQC.
I know this will take at least a month to tweak this weapon just like before to other stuff (Why?), but if the PC were to ever receive changes then it would be nice to replace the passive bonus from Operation skill to 10% splash radius increase per level, increase Direct Damage by 25% with a 10% dmg gap between each weapon tier, and increase Splash damage by at least 10%.
But oh, wait, how will Scouts be able to survive against the PC? Cloak being unique to this class (SoonTM). |

Try the same fit in a PC match against good players and then come back to tell me the results (here's a quickie, you hardly got kills with it).

Good luck killing a heavy without direct impact, Dual Flaylock or Scrambler pistol far surpasses the PLC in dps. Unless CCP actually tweaks the PLC in a positive manner, this will be one of the most underused weapons and I'll be a sad panda... |
