Hey, I too love my HAV's and yes, I hate AVG's a lot. Not a little, a lot. That being said, please read below.
(I really need to make a copy/paste for this. I'm tired of constantly typing it.)
Okay, lets start with a history lesson.
The tank was designed during World War I as a means of breaking a stalemate and it carried itself into its golden age in WWII where tanks were a highly credible threat to infantry and vehicles. In the many years since then, there have been rapid advancements in the development of powerful anti-tank weaponry. In the modern age tanks are being put under more scrutiny as critics question the real effectiveness of tanks on the modern battlefield.
Sure, they have been met with success on the current battlefields of Iraq and Afghanistan, but shooting up dirt homes and blowing up infantry without an Air Force to back them up is hardly a real test of effectiveness. If anything IED's have proven shockingly effective against the tanks themselves.
Now, imagine any modern tank in a war against another powerful country. It would be absolute hell for a tank crew. Jets, Helicopters, UAVs, Land Mines, Anti-Tank Rockets that can be carried by several squads in a conflict zone, the list goes on. The attack helicopter itself might make tanks go extinct.
Now lets apply this to DUST 514. You have 4 technologically advanced nations slugging it out, each with their own strengths and weaknesses. Each would have many ways to murder a tank and its crew without much thought although only a few of those methods are actually currently in game.
So, what do we actually have in-game? Homing Missiles? Check. High Velocity Anti-Armor Weapons? Check. (Any Powerful Cannon or Railgun) Lightly Armored Tank Killers? Check. Other HAV's? Check.
This isn't even counting the Aircraft they are going to add further down the road. The HAV has a very rough road ahead of it and its up to you to decide its usefulness on the DUST 514 battlefield.
A Tank, or HAV in this case, should have two primary objectives: killing vehicles and structures. Without the ability to level any of the terrain or buildings, the HAV has significantly fewer uses other than killing other vehicles which undoubtedly would mostly be other HAV's. It hardly passes as an Anti-Infantry platform because of all the indestructible cardboard walls people hide behind before they toss AV Grenades while giggling at you.
And my last point is the current splash damage. There is none. Railguns are Large Missiles technically do, but they are nothing more than a light tickle to someone in a Scout Dropsuit. If they add Minmatar HAVs and the gun has no splash damage, its a hopeless case.
So basically what all this means is that an HAV is a near useless weapon unless you are in an open field playing peek-a-boo behind a rock. I know who you are.
