Are they broke at the moment? I have the racial bonus and lvl 3 in reload before i put a huge chunk in to max it out, I wanted your input. I havent seen a difference in my reload speed and ive been hearing rumors of it being bugged? A little input fellas |

This. THey might get me to buy rank 1 in one or two of my core weapons, but otherwise, yeesh no thank you. That each weapon gets its own PG reduction skill instead of making it a general weapon-upgrades skill is stupid. |

I already have 10% speed from my racial bonus, and 9% from the skill itself, But it dont seem to be working |

In most cases they're terribad. Just like the increased ammo storage skills.
For example the Scrambler Rifle's reload time is 2.5 seconds. 15% of that is 0.38 rounded to the nearest 10th, which works out to be 2.12 second of reload time at max level. Heavy Machine Gun is the only weapon that might have a use for the reload skill, because there you at least drop 1.2 seconds. |

I don't think its broken so much as it the skill reduces your reload time by such a small amount that it is essentially negligible. The base reload speed of an AR is 3 seconds. The max reload bonus you can get is 25%. So unless you can actually perceive the difference between 3.0s and 2.25s, (a smaller difference in your case) I don't think that you will ever notice it.
Then again, I am not a DEV. So I can't confirm this for you

I think CCP designed the skill tree so that you'd be able to grind for a loooong time. In order to not upset balance too much, though, they put the least useful/important skills (like a trivial reduction in reload time) at the end of the tree, and set it's cost exhorbitantly. No one admits that they like to grind, but no one would play RPGs if that were really true...it ensures a feeling of progress over time. So, I support the basic idea, but I think these are too extreme in their triviality/sinkiness. I'm highly unlikely to bother with reload on any weapons. |

I don't use the skills personally, and I just stuck with basic heavy cuz....it's waaaaay easier on the ol SP for basically the exact same thing. |

The only weapon I plan on maxing reload time for is the plasma cannon. I don't care if it only goes down to 3 secs, it would still be a major improvement. |

I do believe they are broken, though you could prove it once and for all if you can video capture reloading your AR on your current character, then video capture it on a second character with no skill points invested in reload and time it to see if there is a difference.
concrete proof like that has never been presented, but honestly I haven't noticed a difference in my reload speed since uprising and I have similar reload skills as you, I'd of done it myself but I don't have access to video capture hardware. |

You're confusing "increased reload speed" with "reduced reload time/duration." The skill gives you the former. A 25% increase in speed should result in -20% reload time, a 100% increase in speed should result in -50% reload time. |

Just based on feel, it seems to me like it's working, just that the effect isn't huge.
Thing is, all those weapon support skills compound each other,and when you're matched against an equal or slightly better opponent and you're both fighting smart, having an edge in the support skills often allows you to push the other guy a little bit furthur out of his comfort zone. Also often allows you to end fights a bit sooner on average, which minimizes the odds of getting flanked or snuck up on by another bad guy.
Hard to quantify, though. |

They posted somewhere around here that they used the same values for all those weapon support skills and that most don't make sense. We should be seeing those values tuned to each weapon sometime soon. |
