Because slavery isn't near as heinous of a crime. Slavery is generally exploiting adults for their labor, or at least that's how it's portrayed in the EVE Universe. I'm not saying it's ok, but they can try to fight back, and being worked is not as damaging to your soul as sexual exploitation.

If you were writing a fiction with a villain it would be possible to approach the subject various ways. You could refer to the actions of the adult with the material without having to describe any specific things involving fictional victims or actions to fictional victims. Presumably any adult in your RP would be a fictional third party (third person viewpoint) and not a character actively being RP'd by yourself or another.

For example, if you're RPing a civil authority you could of course arrest, or simply knock off, people involved in such activity.

Even then the subject matter is such that if you describe anything you'll invite more trouble than such acts of RPing would be worth. And, frankly, if I were in law enforcement I'd find any such RP material that is anything more than a side-aspect third party reference worthy of follow up.

My advice, RP something else. Don't put CCP in the situation where they have to figure out what to do. Don't put yourself in a situation where you are describing illegal activity and minors. Stuff you write may be associated with you forever via the public service archiving efforts of the NSA -- no matter where you happen to be. No, just no.
