On some skills level 3-4 is enough, level 5 is a luxury. |

Iunno. If it's a weapon / suit / equipment skill, 5 is usually pretty good. Other skills yopu'd need to really think on a bit - like "Do I really need 5% more herp in my derp?". |

Depends on your play style.
I'm running Caldari Assault, I'm not going to put a complex armor plate on a shield suit (too slow). Advanced is good enough for me. Skilling to lvl 5 armor plates only gives me 95.7 armor on the advanced plate at a large SP cost, lvl 3 gives me 92.22. That much SP for 3.48 more armor isn't a high priority for me right now.
Conversely, I'm not going to shield tank my Gal Logi alt. |

i prefer to get lvl 5 on skills i am focusing on now rather than later.
imagine how you'll feel later when you get all your desired skills to lvl 4 and have nothing but lvl 5 grinds to look forward to. |

There are some skills I don't understand where there is a fifth level to begin with. Like shield regulation, you get complex at level four so why go to level five at all? |

Lvl 5 is usually alot of SP for just that final little bit of bonus, unless you need it for proto. |

unless it unlocks equipment, i find level 5 is not worth it... not yet at least.
i.e.
level 5 proficiency, rapid reload, ammo capacity for any weapons are generally not worth it to me... not yet at least. |

If it unlocks a variant, lvl 5 is worth it.
If it doesn't unlock a variant to equip, then it is not worth it until all variant skills are maxed out.
The only except might be any skill that increases dmg, and even then it is not really worth it if you are lacking in other skills because of it. |
