Found the way to fix this issue
Rebuild the PS3 database - 1. hold the power button until it turns off
2. and again
3. and again, this time let go when you hear two consective beeps (beep(on), beep(video hdmi) {pause} beep beep (LET GO NOW))
Rebuild the database.
On occasion it may say that software failed to start - just restart once if it doesn't restart after that follow on screen instructions

I know - it doesn't look brilliant
Especially when CCP gave me a canned response from Support that started with
Ello, (Spelled like that)

I had to dig in myself to find out how to solve the issue and I fixed my Dust copy fine with this method.

Question: What do I lose from doing this? Answer: It will remove messages received and sent. Any playlists you have set up. If you organize your games/videos/music/photos into albums or as I like to call them GÇ£foldersGÇ¥ you will have to set that up again.

Question: Why is my PS3 is stuck or frozen during the rebuild database? Answer: One possibility is your hard drive is failing. Make backups of everything you can now. You could also try GÇ£Restore File SystemGÇ¥ from the PS3 Safe Mode / Recovery Menu. Then try to rebuild the database again. If that still doesnGÇÖt fix your issues. Try doing a complete backup to a external hard drive and wipe your PS3 clean with the GÇ£Restore PS3 SystemGÇ¥ option.
Question: What do the other options in the recovery menu do?
Restart System: Restarts the PLAYSTATION-«3 System. Restore Default Settings: Reset all system settings back to default. Restore File System: Checks for corrupt/missing system files. Rebuild Database: Rebuilds the OS for the PLAYSTATION-«3. Restore PS3 System: Fresh restore; Deletes everything and starts from Scratch. System Update: Update the PLAYSTATION-«3 System

Continue to hold and after about 5 more seconds you will hear 3rd beep, and system will power off (Power light goes red). Then release power button. Garrett H.: Let me know when you have held the power button for the 3 beeps and when it is back to the solid red light. Marque Cross: so going into safe mode Garrett H.: Yes please. Marque Cross: did the 3 beeps Garrett H.: Now, touch and hold the Power button, you will hear the 1st beep, again for PS3 power on.
Continue to hold and after approximately 5 seconds you will hear the 2nd beep for video reset. Continue to hold and after 5 seconds you will hear a quick double beep. At that point release power button.

That's pretty good service (as opposed to a canned response). In rare circumstances you'll need to Restore File System but this just clears the system's corrupt files a little more that Rebuild Database (which is just for network content and games.)
