I like this bug, but it is a bug.
If you equip basic reactive plates on a non proto or advanced suite, it removes 1% movement and sprint speed on the following tested Drop suites
C-1 M-1 Basic M-1 Logi
If you equip a basic reactive plate on an M-1/A or mk.0 it adds 1%

Upon further investigation, this only seems to happen if you already have 2 basic plates installed and add a reactive plate

Ok disregard this. This is happening due to stacking penalties. I didn't realize that it is taking into account the lowest first (the 1%) then only doing 86% of 3% and then 57% of the next 3% which makes the reactive plate using a net gain when stacked that way.
Time to experiment! |

You don't understand how stacking penalties work on plates :)
