I know an AV laser is supposedly in the works but here is all the design work if not. Artists and coders get to work
So I propose a frigate laser from EVE is re-purposed for AV use in Dust. It would be a DoT weapon very much along the lines of LR. It would have a very unique side effect in that it uses shield power to provide weapon power. Therefore every "tick" that the weapon is on you lose shield. If you break your shield or the weapon overheats you recieve extreme feedback damage.
Lore: A Minmatar slave named Koblaka (:P) was located in a space station to move heavy objects and perform simple repairs during frigate overhauls. He eventually became friendly with a guard. One of the Guard's favorite heavy suits was malfunctioning and the slave offered to fix it for him. After disabling all weapons, equipment, grenade and any other offensive interfaces the guard could think of he brought it to the slaves work station. Being Minmatar he used his ingenuity to reroute Shield power to activate a laser he had been working on. The slave attempted his escape but was unaware that his design had a flaw. By using shield power it slowly depleted shields resulting in his untimely demise. Not one to pass up a divine gift, the modified lasor and quickly rewired suit were quickly assimilatedd and refined by the Amarr Empire. It quickly became a staple of Amarrian might and heavy weaponry and the origin a tightly kept state secret.
OK so the Weapon does exponential damage but its full potential wont be unlocked until you have max shield upgrades, shield extension, and frigate laser to V. Like the Breach Forge gun you must stay still to use it (its a space ship weapon for gods sake you need to brace yourself). It Does DoT not only to your target but also to yourself. If at ANY point your shields break and you are shooting the weapon it overheats and you take the feedback damage. Yes the potential damage is ungodly but the drawbacks are almost more so. Yes it can devastate infantry but only if they stand still and the first hits are negligible damage. The lazer size should be approximately the size of the hmgs tightened aiming circle (after aiming and full spin up). The laser color should also be bright purple to make it even more obvious than swarms where you are. Rather than give this weapon dmg increase % per level it should reduce feedback damage. Modifies Frigate Laser skill adds 3% to range per level.

Overheat Damage: 300 laser damage (so if you over heat and still have shields bye bye shields and you'll feel it in armor)
range: 165m (after 165 bring in falloff damage)

In Summary: This weapon has lots of damage potential but it requires immense skill (both player and sp) to use.
Pros:
Ungodly damage potential (also remember it will be laser damage so less dmg to armor)
Cons:
fitting requirements
aiming
weapon feedback damage
stationary while shooting
high visibility while shooting
limited ammo
pretty much requires shield extenders and armor reppers (you'll never get full damage without shield mods)
no ADS (I'd suggest even no reticle but you decide devs)
