Logi LAVs are fine, but several game bugs are not.
The two are related in that right now explosives, and to a lessor extent splash weapons suffer from several bugs causing their effective damage to be drastically diminished. Grenades, Mass Drivers, and to some extent even Forge Guns are all functioning at lower levels than they did in Chrome due to these bugs. Swarms avoid some of these bugs but they are geared for killing armor tanking not shield tanking so a fast LAV with a shield tank can essentially ignore them.
Speed is another issue, one of the bugs causes incorrect UI feedback where the location your game tells you something is, and the location the sever actually puts it do not match in effect causing you to shoot empty air while being told you're hitting your target. The faster the intended target the greater the chance that it's moved away from the "ghost image" you're shooting at.
I've killed Logi LAVs this build (the most in a single match was 5 and we got a DS and 3 or 4 HAVs as well) so it's quite doable but it's also harder than is intended due to the bugs. Look at the list of AV weapons, are there any which aren't explosive or splash?
TL;DR In short we won't know where the real balance (or imbalance) stands until CCP fixes these bugs because the AV half of the equation is currently broken at the pre-stat mechanical level.

0.02 ISK Cross You can destroy LLAVs if they get stuck. There have been several instances when I've seen an LLAV keep driving in the same circle with multiple AVers shooting at it, and it never got destroyed. Swarms would just hit walls going after it, and it would simply run over forge gunners, then drive off and rep.
None of the LLAVs that my squad and I destroyed that match were suck (well 1 was if you count the one we actively trapped ourselves but we did that not him). I most certainly have seen LLAVs do as you describe, and DS too for that matter though they are vastly more fragile than the LAVs but none of that is actually in conflict with my prior post.

Used to do that with my saga back in crome......I loved that thing I'll miss her It's much more a function of speed than of HP, I've seen people doing it (usually not for as long) in free LAVs during both Chrome and Uprising. Circling at speed is also the primary defense possessed by a DS (note I don't fly a DS myself but I've spent my fair share of time gunning for them).
