It's hard to tell. But based on experience, I'd say no.
There is also no note of such a penalty in the module description. |

I'm in the market right now. None of the Modules under electronics mention stacking penalties. Is it safe to say that electronic modules don't suffer from stacking?
Edit: The CPU Upgrade does mention stacking penalties. The other electronic modules do not. |

I'm pretty sure it used to have a penalty, but it doesn't anymore. |

I have Lv 5 hacking, but I have only used the mods once. I'm not sure if there are penalties, but even if there are, simply having Two complex CB mods and one Enhanced will have the hacking speed of around three players with a militia Gellante medium suit.
But the mods are not worth it if you have a suit that can travel faster (on foot) to hackable points, which if why I use the skills just as a basic upgrade to decrease over all waiting time. |

I would have thought it near instantaneous with that setup. The fact that you say travel time makes more sense will keep me on my path of skilling up Hacking though Lv4 and 5 seem soooo far  |

If you want to have a suit that can move VERY fast sprint and hack fast, then it's best to use a Lv5 Gellante Scout or a Lv5 Minmatar Logistic (which has 25% hacking speed increase) for fast sprint and EXTREMELY fast hacking with two Complex kinetic and codebreaker mods.
The minmatar is the overall better choice, consider how OP the suits mod slots are. lol |

I use the free LAV to get me around. It is much quicker and safer. I like to hack and then get away fast before someone kills me. I have been using the Enhanced CB and it has been helpful. |
