Not to mention you won't be able to shoot while cloaked. Wait about 20 sec(however Long the quantum cool down is. Then activate cloak. Stay cloaked for about 10 sec. While everyone is flashing like a light bulb, scouts can easily avoid even the most top-end scanners with a few skills. That gives you a distinct advantage. Meh.. I thought speed tanking was what was making us unique.. Unfortunately after aim assist and OP hit detection, that's gone. I guess being un scannable is replacement.. The movement penalty is so insignificant (2%) that you hardly notice the difference in 2% and 0 The reactive plate is all around useless. It's fitting cost is too high and the things it gives aren't good enough. You're better off with a regular repair or a regular plate than the abomination that is reactive. Of course this is all assuming you want to be a combat oriented scout.
