I know it's still a long ways away for some of the bigger changes to make it in the game, but I think this might be a nice idea to make PC become something more than Flip district, receive bacon (isk) feature.
The short version:
Rogue Drone Infestations disrupt clone generation on planets. Clear Infestations on your own districts for money and loot privately. -or- Use the contract system to make a contract to a group or several individuals to battle infestations, receiving part of the rewards as Tax.
Some clarification/reasoning:
- Corp members have meaningful gameplay using the PC mechanic on their own districts.
- Creating the contracts could be automated using parameters given by the CEO, so when an infestation occurs the CEO doesn't have to do a thing and it get's dealt with, without 'wasting' his time. If he however likes total control and doing it manually, this should be possible too along with any halfway solutions using filters; like Planets, Difficulty or Time of day etc.
- This gives groups more gameplay, it should also be possible to sign up as a single merc getting matched with more people.
- Difficulty would range from small infestation to full out assaults.
- Having the disruption encourages corps to take action as no clones are being produced.
- After a couple of days or x amount of time the infestation should grow to a predetermined max size (based on certain factors like sec status or the state of neighboring districts) and then wither away, leaving behind a ravaged district with low clones and/or some other modifiers.
- Scales well with player numbers and District numbers, since the frequency of occurrence can be changed, along with difficulty.

That depends on the District owners, if they can't be bothered to run the sites themselves due to a lack of people or shenanigans with other districts, they can put them up on contracts, giving everyone who can accept the contract a chance to have a go at it and still make money of them through taxation, or the usage of their clones (if using the alt. idea).
From a corp income point of view it doesn't really matter who runs the sites, as long as they get done. Since it costs them money every hour districts are infected and the corp itself only gets paid in tax or clone use anyway. All other forms of income go directly into the pockets of the people that run the site.
