A vague announcement is seriously sub-par for what as been a contentious community issue CCP. If players were lacking faith it appears CCP is doing their best to help that along.

This seems like a very inefficient way to work. i was under the impression that the respec was supposed to be a second chance for those of us who screwed up the initial builds with the new system. i put all of my cores to 5 then found out i couldnt get better than a standard logi suit... and also fell for the trap that is amarr logi, thinking that id get sidearm for the entire build to finish off at proto being a solid 3-slot logi... TRAP! but its to the point of them needing a full respec again soon anyways, been musing to my corp mates what will happen first, my optional respec or a full server respec.
