Does the bonus; 5% armor repair efficacy per level, mean an increase to the amount of armor repaired per second, a decrease of time before armor is repaired, or all of the above? |

There is no delay at all to armor repairing - it happens straight away. You get extra armor hp per second:

Thought OP had a problem with the word "efficacy". 2hp/s,3hp/s,5hp/s where the main focus is on "#" means that will be the number that goes up when increasing "efficiency". |

Bummer. That's kinda what i figured. however, it's not "Triage Tool" that's just one type of "Repair Tool" and the attributes of repair tools are listed as : Repair Rate (on dropsuit) & Repair Rate (on vehicle), hence the confusion.
it seems to me that there used to be a skill that increased repair tools.. |

It's not "Repair Tool" it's "Remote Repair Tool" if I'm not mistaken.

no it's not
armor repair systems adds up to 25% to armor repair modules in lows not the equipment slot unit.
So if you have armor rep 5 and the complex rep each one is worth 6.25/sec or 31.25 HP/5 sec. |
