Only downside is the horrible hitreg due to its extreme RoF and pillow throw distances.

I do believe it's do-able, but you have to build a suit to fit it's play style. It's well suited to the minmatar assault, with a complex kin cat and stamina mod on the low slots and shield tank the highs. Use cover and speed to close with the enemy, preferably from the flank and unload at about 10-5 meters. You have to be able to predict the enemies shots to out dance their dps. Tac's do a lot of damage, when they can hit. You on the other hand can hardly miss.

If they ever fix it, the best suggestion would be either Long Range weapon (Like Tac AR) and SMG, or Scrambler Rifle (Possibly Assault) and SMG for CQC, Rinse the shields with the SCAR and then wreck the armor with the SMG
