Caldari Make the best railguns, Railguns are Hybrids. By your logic The Gallente Assault rifle is also Caldari because it's a hybrid. Quick EVE history lesson: Caldari and Gallente used to be of the same body. Then civil war broke out. So they have familiar weaponry which explains why a lot of their stuff looks almost identical compared to the other races.

It is Caldari according to one of the weapon devblogs years ago, you can also tell its Caldari by the names of the prototype version. A Gallente knife, and other racial knives will come in the future.

On another note - the Gallente Assault bonus applies to all HYBRIDS. Caldari and Gallente both use Hybrids but differ in that Caldari prefer long-range railgun technology (ships in Eve Online applying a range bonus 90% of the time) and Gallente prefer short range blaster technology (applying damage/tracking bonuses). A Gallente Sniper Rifle may have higher damage and shorter range - more of a DMR weapon than a Sniper Rifle. Hell, the best way to make it would be to cap the range at 200-250m and have it fire in a (very quick) three round burst.
