They are being reserved for MTACS.
Level 4 will unlock Basic MTACs which has a very large hp base, and a heavy/light weapon slot. Normal slot layout numbers like a logi 4/5 ish, no equipment slots, no grenades. Huge hitbox.
Level 5 unlocks Heavy MTACs, Two heavy weapon slots, no equipment, 4/5
Think about it they wouldn't need to make any more weapons and the large hit box and super slow speed would make them gaint heavies. Making the Heavy look more as a counter to MTACs, as MTACs would tear tanks to pieces.

MTACS are not dropsuits they are vehicles, and will be treated as such in the skill trees. |

Yeah, it's more likely for the absent 'talked about' dropsuits as MTACs are clearly a kind of vehicle like that weird walker-thing from Halo 4. |

No that's not how dust works, pilot suits are unlocked by getting light basic to 3 and commando is unlocked by getting heavy basic to 3. This is clear basic simple dust stuff here stop making up some other game in your head.
Drop suit command does and is planned to do nothing. Nothing announced anyways... |

We go by frames which means the pilot suit is unlocked at 1, and commando at 3, plus basic suit skill 3. |
