And just so I'm not a total douche, here's how to do the ticket, for anyone unsure of the process 
Go to https://dust514.com/community/support/
Log into your account using your PSN email and password in the top right.
Click on Submit a ticket.
Select your character.
In Category select 'Skills'
In Subject title it 'Request a character skill point respec'
In Message put 'Due to recent skill changes I would like a SP respec please'

They said the plan was for Monday but "things may change," they also later announced more than likely it'll be during the week, not Monday exactly.
If you would keep up with their post you would have known, but of course people just want CCP to personally message them the info individually in giant red letters.
Seriously, people whine they get no estimated time for stuff, now they whine when they do give an estimated time and its not exactly at the earliest estimated moment?
