So for example if i put on a complex Armour plate -10% to movement speed, does that also affect sprint speed?

Yes. You can see the reduction right on the fitting screen when you fit it up. |

Yes, it does.
Edit: and before anyone disputes this, go throw on four complex armor mods on a Gallente medium frame and turn in place with a stop watch going.
Additional Edit: It also affects strafe speed. |

Well, on a heavy suit they work wonders since 10% of almost nothing is barely anything. |

You get more total HP but yes, it's a well known issue that Shield Tankers say is perfectly balanced and the rest of us are saying it's completely BS. |
