Rail guns usually have longer range but less damage than a Blaster. I expect it will be somewhere between a Tactical Sniper Rifle (Railgun) and a Galente Assault Riffle (Blaster). Unlike the Tactical Sniper Rifle, the Caldari AR will have hip fire capabilities and probably be an automatic since it is an Assault Riffle. It will do less damage than the Galente Assault Rifle, but have a much longer range. By the time the Caldari Assault Rifle comes out the Galente TAC AR will be nerfed, and the Caldari Assault Rifle will become the go-to long range AR.

At Fan Fest 2013 they said the Caldari Rail Rifle will be similar to the Breach Assault Rifle, high damage but lower rate of fire and less range. The seems counter to how Railguns and Blasters work in EVE.

It would have more Alpha, but less DPS, and more range. That would make sense for a rail gun. It would be like an automatic version of the Tactical Sniper Rifle that could also shoot from the hip.
