Honestly Amarr is the only race that I can see having their scout with the battle skirt and a hood - it just goes with their general aesthetic. |

The only reason they're not in yet is because the artists aren't 100% satisfied yet. Nothing is set in stone. The general look sure, but little details like the battle skirt are still possible.
EDIT: Oh on another note, can we stop saying "Scout" when we really mean "Light Frame"? They are not the same. |

These aren't necessarily the final design for the dropsuits, it may get some slight changes later on. |
