Ok, it is, I lied. Matchmaking based on WP is stupid for so many reasons, the biggest being it unnecessarily limits the pool of available players. Take it off the table, right now. Get it off there...
So here's the better Idea, one that will make everyone, other than the poor sap tapped to implement it, happy and even excited at the prospect.
You are going to let fittings do the the matchmaking for you.
Horny yet? So here's the gist. Each bit of equipment from suits to Cavity Thukkers has a meta level. So the solution is to simply lock out fittings that have a certain level of cumulative meta score. In order to make this fair you will also have to assign a meta score to each level of skill that innately effects equipment, vehicles, weapons, etc. That meta score will modify the the meta score of each piece of equipment added to the fit, with those skills that effect all fittings forming the base player meta score.
So how do you determine what meta score makes it into High, low, and Null?
Great question, me. Basically take a character with maxed skills and make a standard fit using standard level gear in 1 highslot, 1 lowslot, 1 sidearm, 1 light/heavy weapon, 1 equipment, and 1 grenade. what ever that score is, that's the max meta for High Sec. Same goes for vehicles. Repeat the same with advanced gear for lowsec, and of course anything goes in nullsec.
This may seem overly complex on the outside but it guarantees longevity in all queues in the long run, while adding a bit of strategy to skilling and min maxing equipment to battle in certain security areas for both pub matches, allows for some Highsec and lowsec PC PVP action and gives you an effective tool for gauging player strength for PVE.
Now, as for the queues themselves, simply allow the player or squad leader to flag themselves as available for high, low, and null queues with a end round bonus of some kind for each area queued, and a timed lock out of that bonus should they leave battle.
