Grief Uni are pretty widely documented at being the first to have worked out how to do it. At worst you could accuse certain CPM members of copycatting. And since when is there some rule against naming and shaming? That's pretty much all GD is. As I understand it, the issue at hand is a glitch regarding district reinforcement, not awoxing. Would have been nice to have that more clearly stated in the OP; the last topic petitioning for removal of CPM members was about awoxing, after all.

We'll either see: a) Relevant CPM abusers removed with an official statement from CCP b) No CPM members removed - there is no exploit or abuse c) No CPM members removed - there was abuse but CCP doesn't care. And there's really little you can do about any outcome.
