And introduce the pilot suit. The pilot suit is a technician that specializes in interfacing with installations and deployed vehicles. If we are keeping this "frame" concept, it would be a T2 light frame armed with compact weapons (sidearms I guess, but we really need true SMGs and Carbines, not just various pistols).
Pilot Suit - improves vehicle and manned installation performance by the following parameters Sidearm damage bonus becomes turret damage bonus at 20% efficiency per pilot suit level (so a 1.10 sidearm damage modifier is 1.02 turret damage modifier at level 1 pilot suit, and 1.10 at level 5)
Resist bonus based on dropsuit hp 1% resists per 250 hp per level of pilot suit (so 300 shields and 200 armor would be 6% shield resist and 4% armor resist)
Repair bonus based on dropsuit heal rate; bonus normalized around the amount a dropsuit would repair over 20 seconds, divided by 50. Armor is easy, if you rep 5 hp/s, you would get 2% armor repair bonus per pilot suit level, shields would involve some tricky math based on the depleted delay.
If CCP insists, piloting the hull could require a 1 deep skill tree. So sica at level 0 HAV, gunnlogi at level 1, enforcer at level 3, maurader at level 4, etc. Vehicles are very fancy and expensive equipment, but like other equipment is entirely situational. There should be the option of indoor maps that no vehicles are involved in, and non-traditional maps where vehicles are downright required to traverse between objectives (lava or cloud city map anyone?)
I want to see the game focus more on the individual, and less on what tool they are using at the moment. So many depressed dropship pilots atm because they cannot do anything besides sit in a dropship after 10's of millions of SP. Nor is it reasonable to ask them to spend so much of their time running around in militia gear vs prototype infantry in-between corp battles acting as a taxi.

It seems too convoluted. Besides; this game isn't about everyone being able to do everything. If there are maps requiring vehicles, that increases the importance of those specialised into it. |

Yeah it lacks polish right now. I mostly posted it as a way it could be done. Tbh, I hate the whole frame concept and the lackluster bonus system as it is now, but I was trying to present a "least work for CCP" implementation option. The idea as a whole could do with some healthy discussion. |
