Nope. If the Thale, after they applied the 10% across the board dmg increase, hits for 330 then depending on how they add modifiers to dmg, will determine dmg. For instance, if the 15% dmg increase from Proficiency is first added to base dmg, then the Thale would hit for 330+15%= 434.61, then add on the additional 31.7% increase from the complex mod in which you get 330+15%=434.61+31.7%=572.38 dmg.
However, if they add all bonuses together, then apply to base, then it would be 330+46.7%=484.11.
So it would depend on how CCP is actually applying the bonus. I don't pay enough attention to how much dmg I am doing to know exactly how they are applying bonuses. However, my experience has been that while not specifically stated, there seems to be dmg penalties applied to location of hit and maybe even glancing blows, which isn't unlikely since CCP does the same thing in EvE. |

Damage modules in their current state only have the visual bug on the fitting screen [the stacking penalty is in effect]
The % increase from skills add to the base damage: Charge Sniper rifle with Proficiency lvl 5 = 321.9 x 1.15 = 370 total damage And the % increase from Damage modules [wich are under the effect by stacking penalty] multiply this base by a % wich is currently bugged on the fitting screen.
In order to calculate the damage you can do with damage mods you can go by the table here or check the table ''Sete'' posted.

I tried something today, I'd play an ambush game snipe 1 person on the body and then wait till the game finished to see the damage delt with different amounts of complex damage mods. The charge sniper has a base damage of 322. When equipped with no damage mods I delt 357 points of damage, because of skill levels.
Base dmg : 322 0 mods : 357 1 mod : 394 2 mods : 427 3 mods : 451 4 mods : 464 |

Stacking penalty has been in effect for quite some time now. CCP did confirm that the penalty was working but the UI was showing an incorrect number.

On average 2 is juz fine. Not efficient to run 4. Use the slots for better shield bonuses.
From Thale perspective: 1 body shot almost everyone Buffed heavies require 3 shots (or 1 headshot + 1 body) Encountered one super-dragonfly which required 2 body shot
Charge rifle: 1 body shot almost everyone Heavies - need persistently good 3x body aim
Kaalokiota Tac/covenant: 1 headshot almost everyone 2 shots - maybe 3 for some Heavies - ignore. Unless its down to armor n ur confident to get 2 shots in

I don't agree with close range snipers, snipers are ment to be versetile, they should be able to defend a unit, support their squad mates by providing info on how many are headed towards them, where there are heavy amounts of enemies, what's the ideal unit to hack, and to pick off or weaken enemies around squad mates, frontline snipeing is a bit selfish and turns the game into cod with snipers trying to quickscope. Snipers are the most effective when implemented and act as part of a well communicating squad. |
