Most every pro will try to have the most shields and will ignore improving their shields. We will take advantage of this.
The best thing to use, is the flux grenade. The basic version will erase most anybody's shields. Though, you will have to get good at throwing them. The best thing to do is cook them before throwing them; so they can not escape in time. If there is no time to cook the grenade, then run behind cover as fast as possible and throw it between your cover and them. At the very most they will wait for it to explode or try to jump over it, take this advantage to get in a tactically advantageous position: depending is your weapon is better at CQC or long range engagements. My weapon for this role is the breach SMG, as it does more damage to armor then shields (at the cost of RPM). Also, it has less spread then the other SMG's.
So my personal load out:
Flux Grenade + Breach SMG = One quick kill.
Though, technically speaking any weapon can work; you should use the weapon that you do best with. The best weapon to use for this combination is the Mass Driver. This is due to the fact that all explosive weapons do more damage to armor then shields. Though, it is a role specific weapon (for support players) and is a bit harder to use for many.
If you are wondering why I use the breach SMG, instead of the breach AR, it is because I play an Anti - Vehicle role (Swarm Launcher). So I have to use my secondary as my main Anti - Personnel weapon. I discovered this manner of dealing with shield tankers (the name for people with high shields on their Dropsuit) on this class. As flux works great against tanks as well (most tanks loose their shields to 1 or 2).

I will have to look at breach weapons again. In Chromosome they all mostly sucked. |

Yes, this combination works very well. But if you are using KB/M you will notice that throwing grenades can be very difficult, not even talking about cooking them. :-/ |
