What information are you looking for exactly?
If you are looking for the mechanics to PC - what Surface Infrastructures do for example, you can go here for basic information, here for more detailed information on how battles work in PC, and here for info regarding how battles will be queued for corporations who placed attacks today.
If you are looking for a guide to "be the best at PC", the best sources of information will be spread out around the forums. This thread holds some "leaked" information about a hostile corp, this thread outlines the war doctrine of the Imperfects, and this thread shows the conflict (and resolution) of a brewing conflict between FSC and Imperfects. Your knowledge is only limited by your imagination.

How do you claim a free district? In fact, how do you find a free district to claim? Can we only challenge those districts that are claimed? If so, how come my corp cannot claim a district to defend? I don't understand why this is so complicated. Do we as Dust Bunnies have to now play EVE just to do anything in Planetary Conquest other than start a battle?
I am all for integration of the two games, but CCP has to remember that that console gamers are not necessarily PC Gamers. Give us access to everything we need from the console as well as user friendly interfaces for doing so. The new graphics and stuff are great and I commend CCP for the good work on that side. However, intuitive screens and concise directions would be great for the average players. We should not have to rely on a few people knowing what to do spreading the word. Please hire a few consultants from the console gaming world as well as military people to consult with you on what the console gamers expect. This will certainly help you to eventually get to a AAA rated game as you think you already have, NOT.

Hey Ace,
There are no more free districts to claim. Therefore, you cannot claim a free district anymore. You must now battle enemy corporations to claim districts. Also, you do not have to play EVE to participate in PC. You can purchase a clone pack for 80M and place it on any planet you like, initiating a battle. However, most districts will take between three and four victories to claim.
