Why would that even matter?
The only games that announce their development costs are doing a one time drop kick into the abyss. There it goes! We are off to the next game, to write articles about what a great job we did (unless it tanks), the wonderful (or horrible future) of AAA games and such drivel to fill entire oceans with BS and hype.
FTP games rarely announce such things because their equations are different. How much revenue is being generated, how much expenses are and what the profit margins are remain competitive information that should not be shared normally. Maybe in a few years when they have a solid game, with a solid fan base and a bright future ahead of them with little effective competition.
The Dev team is small is the best thing one can guess. Exactly how many on the team has not been disclosed that I have found. We know some of the actual developers but we don't know how much of the art is contracted out and today that is a significant portion of any game.
You can ascertain the range of the license for UnReal Engine but not specifically as those details are never revealed by anybody. If the firm is small the prices are obvious but the larger the product and the potential for profit the more secretive the details are.
Best guess: Enough to get us here. Not enough to get us everything we want. More than enough to get to the next several releases.

They showed something at fanfest for WoD. However, it was not streamed nor were cameras allowed into the briefing of it as CCP wanted it kept hush hush. |

I remember early in the closed beta they said they had $17million (or around that mark) worth of funds from EVE or somewhere else to dump in to this game or somewhere else. |

Yes but CCP have already spent lots of money on planning and creating stuff that isn't in the game yet, so how would you measure the cost of development to reach launch? When teams work on multiple things, some of which are released and others that are coming soon(TM), how do you measure the cost to date?
Obviously CCP will have a budget plan but considering the planned lifetime of this game, the costs are ongoing to say the least. |

My guesstimate is around the $10m mark. Let's do some math, yay!
Dust was announced in 2009, so let's assume it's been in development since 2008. It's made by CCP Shanghai, where median salary according to this is 7,842 CNY = 1,277 USD per month. Assuming CCP pays more than the median to attract high-end talent, and to allow for some very expensive Western expats working there, let's round it up to 1,500 USD per month as average.
Now, Dust development team size is something I haven't seen out in the open. Game development teams are generally around 20-100 people, AAA titles significantly higher. Although Dust is supposed to be an AAA title, my hunch is at the low-mid end for Dust, between 30 and 50. Let's assume 50 full-time equivalents.
That comes up to 1500 USD per month for fifty people for 5 years = 1500 x 12 x 5 x 50 = 4.5m USD. I've no idea what taxes, social security, pension, etc. are in Shanghai, but let's assume a conservative 40% on top of that, which brings it to 6.3m. Then we have marketing, trailers, engine licensing, back office costs back home in Reykjavik, running the servers, distributing the patches, etc. etc. etc. These can easily bring the total to 10m to date. |

But devs said we'll eventually be getting ways to shoot back. People on here like killing 1,000,000ISK suits and tanks, they'll probably need to change their pants when they know what it feels like to destroy a 100 trillion ISK ship that's going to take a guy months to build again. |
