I guess this could be as intended but if that's the case just goes to show how much of an SP sink this build is.
I was testing some fittings last night and noticed my Duvolle CPU usage was not being lowered by the percentage it should be lowered. I have Light weapon operation II for a 6% reduction in CPU usage for all light weapons, and I have Assault Rifle fitting optimization I for a 5% reduction to AR CPU usage. This should stack for a total of 11% CPU reduction on an AR.
Here's the math. Duvolle = 90 CPU, 90+ù1.11 = 99.9-90 = 9.9 so 11% of 90 is 9.9. 90-9.9 = 80.1
So when I equip a Duvolle it should take 80 CPU. Yet it's still taking 85 CPU to equip....
I equipped an HK4M Shotgun to verify light weapon operation is affecting it correctly...
HK4M = 51 CPU, 51+ù1.06 = 54.06-51 = 3.06 so 6% is 3.06 CPU 51-3.06 = 47.94
So when I equip an HK4M it should take 48 CPU, it takes exactly 48 CPU.
Because of the rounding on CPU reductions I cannot be certain which skill is overriding the other, both the 6% from light weapon operation and 5% from AR fitting optimization would bring the Duvolle to 85CPU usage when rounded. If they were stacking it would be 80 CPU so I am positive one is canceling the other, and I will not **** away SP to find out for sure which it is.
If it helps you diagnose the issue I can confirm light weapon operation is properly affecting Assault rifles on another character who has no Assault rifle fitting optimization skill.
If this is working as intended would you mind telling me why the Light weapon operation skill is just an SP sink? |

Not an answer for your question but there are two problems with your math.
CCP has EVE as its foundation for everything. In EVE the benefits are multiplied one after the other. Not added together and then multiplied.
Level 5 of SomeThing that give 3% bonus is X*1.03*1.03*1.03*1.03*1.03 which is different than X*1.15.
The other issue is that CCP/Shanghai in DUST (and maybe CCP for EVE*) can be off by one very consistently. If you calculate the value at 81 then you should be able to count on ... 80. Not 81. It has been that way since the beginning.
This was just for your information and was not intended to negate your view. I have yet to test that combination. I did test the NT-511 by not being able to equip it. I increased whatever Skill increases the CPU usage and the results were correct. At least, correct enough to fit the NT-511 and the GEK-38 as well.
Maybe the problem is the Duvolle? I haven't gotten AR that high yet.

Using EVE style multiplication, his CPU usage would be even lower though. |

Simply put I may have missed something in your statement, but you are incorrect.
The AR Weapon Optimization Skill, the 6X skill at the end of the branch with AR Rapid Reload is not a CPU Bonus Reduction, it is a PG Reduction skill, I think 3%. |
