As a Gallente (currently Light Frame) I've observed these Minnie Scouts both as enemies and squad mates.
I have to say that even with the addition of a new race to the Scout/Light suits, CCP did fairly well on their part in balancing the two. I have fought against the Minnie Scouts and their maneuverability stuns me. Their strafe came from the gods. They also have balanced Module Slots, so they can tank to their liking.
Gallente Light suits are slower but beefier. They are forced into the armor tanking role but hey, all the more Armor Reps for me.
All I have to say, is that everything comes with a price.
Minnies get more diverse module options and greater speed, but it comes at a cost at the cost of lower health. Gallente get more dedicated modules slots and higher start health but it comes at a cost of lower speed.
Now you are asking about the current Health, claiming it is too low. How about the speed is slightly too low? I agree the current adjustment could use a little tweakiing, but in favor of speed. 8.1 Sprint perhaps? 5.6 Norm? |

You said you play hit and run, which isn't a bad use of a scout, but my primary advice is to attack where/when they are weakest. I always try my best to flank, attack an area with less enemies, ambush enemies in bottlenecks and what not.
I'm not saying you are playing it wrong, but try other methods, even if they involve patience. |

I also go right after enemies recuperating; finishing off the damaged before they can recover, assaulting a heavy when they are reloading their HMG
