Doesn't dust work like eve?
Once you pass CEO over to a non skilled player he can maintain it, but he can't add more members until he has the skill to manage the current size. |

That's what its supposed to do. I've maxed my Corp Skills all up to level 5 in Transstellar Empire, so it gives you 1300 players-capacity Corporation. |
